London council seeks contractor input on £500m housing upgrade programme

Tower Hamlets Council has launched preliminary market engagement for a £500m programme of major housing works contracts linked to its 10-year capital investment plan.
The London borough said it intended to procure eight major works contracts covering refurbishment, fire safety, electrical and plumbing upgrades across its housing stock.
The contracts are expected to run from October 2027 until November 2031, with options to extend until November 2041.
The procurement covers works including refurbishment, fire-prevention installations, electrical wiring and plumbing works to multi-dwelling residential buildings.
Tower Hamlets said the programme would support delivery of its wider capital investment strategy across its housing estate.
The authority plans to hold a market engagement event on 16 June at Tower Hamlets Town Hall in Whitechapel. The session will outline the council’s vision for the programme, the makeup of its housing stock, indicative scopes and the proposed procurement route.
The council said the future procurement was expected to use the Competitive Flexible Procedure under the Procurement Act 2023, subject to approvals.
Suppliers interested in attending the launch briefing must register through the London Tenders Portal by 15 June.
Tower Hamlets said attendance at the event would not influence any future tender evaluation and that all materials from the session would later be published with the formal procurement documents.
It expects to publish a tender on 3 August.
The council’s wider 10-year capital investment programme is expected to focus on upgrading and maintaining the borough’s ageing council housing stock, with fire safety, refurbishment and building services works at the centre of the pipeline.
