Westminster gears up for £500m housing repairs deal

Westminster City Council has kicked off early market talks for a massive £500m overhaul of its housing repairs and maintenance services.

The authority is planning a major restructure of how it looks after its 23,000-strong housing stock, which includes over 100,000 repairs a year and a pipeline of major works.

Current contracts covering everything from voids and domestic heating to lifts and major works are due to expire in 2027.

Under a proposed new model, Westminster is aiming to shift to a Strategic Alliance Agreement made up of a larger number of outsourced contracts with greater scope for SME involvement.

A soft market test is now open until 30 June 2025 with a supplier event scheduled for 5 June at Westminster City Hall.

The council wants feedback on the delivery model, use of SMEs, contract forms, commercial arrangements, and how to hit net zero targets.

A formal tender notice is due by the end of October with the 10-year deal expected to start in July 2027 and run until 2032, with an option to extend to 2037.
