Andrew is Jacobs Smart Cities Director, working with clients to design the smart services and digital infrastructure that make cities, communities and buildings work.
He joined Jacobs in November 2024, following senior roles in the Government of Dubai and the Greater London Authority. Andrew has a proven record of developing innovative programmes that elevate the role of data and digital technologies. Chief among these are the London Office of Data Analytics and the London Office of Technology and Innovation.
Andrew is an (IEEE) qualified lead assessor of Ethical AI systems. During his time in Dubai, he drafted the first set of ethical AI guidelines and supporting toolkit in the Middle East region – originally for use across Dubai government, these were revised and adopted at Federal level. Andrew also delivered a roadmap for the development of AI-ready data centre infrastructure to support the rapid digitalisation of the city economy and services.
In London government, Andrew established London government’s Smart cities team, leading major, Europe-wide smart city programmes that brought together private and public partners to demonstrate how smart technologies can scale to produce social, environmental and economic value in the hundreds of millions of euros. Significant parts of his London role focussed on the use of data and analytics to support (economic, social and environmental) strategy development, most notably the London Plan.
He is a regular contributor to the World Economic Forum’s Centre for Urban Transformation. He has been spearheading a group of leading innovation districts to publish a toolkit on the governance, masterplanning and digital infrastructure needed to promote collaboration and innovation in these increasingly important tools for economic growth.
