Diana Otieno

Head of Resident Engagement and Compliance (Fire Safety) , Peabody

I lead at the intersection of people, policy, and place. With over 20 years in social housing, my specialism is fire remediation construction and resident experience. I head the Resident Engagement and Compliance Team (REACT) at Peabody Trust, one of the UK’s largest housing associations, where I oversee resident engagement, fire remediation compliance, and grant funding compliance across a large and complex portfolio.

My work sits where regulatory pressure is high, community trust is fragile, and the margin for error is zero. I have built and led programmes managing Cladding Safety Scheme and Building Safety Fund grant applications and administration, Developer Remediation Contract disputes, leaseholder protections under the Building Safety Act 2022, and large-scale Leaseholder Deed of Certificate programmes reaching thousands of residents. I have engaged at ministerial level on building safety policy and developer accountability.

I bring both strategic oversight and operational depth to every programme I lead.

I am a champion for Women in Construction and BAME excellence. I work actively to open doors at board and leadership level and to contribute the diverse voices that strengthen governance in housing and construction.

I am a passionate advocate for resident-first compliance especially in building safety and ethical leadership in the built environment.
