Neil Stephens is Associate Head of Technical at Apt, where he oversees technical delivery, building safety, and sustainability across complex residential and mixed-use projects. With more than 20 years’ experience in architecture and construction, Neil has contributed to the design and delivery of hundreds of homes throughout his career, including Passivhaus-standard buildings and low-energy developments.

Alongside his role at Apt, Neil is Chair of the UK Cohousing Network, promoting community-led and sustainable housing, and founder of High Performing Homes, a platform supporting self-builders to create smart, affordable, and healthy homes.

Neil is committed to raising technical and performance standards across the housing sector, with a particular focus on fabric-first design, energy efficiency, and the transition from Passivhaus principles towards Net Zero carbon. He believes high-quality, sustainable housing should be accessible to everyone.
