Rachel is Director of Inclusive Design at Jacobs. The Inclusive Design team at Jacobs takes a unique technical, engineering-based approach to deliver a built environment that works for the maximum range of people. Informed by research, data and evidence, delivering solutions that are relevant and future-proofed and go beyond ‘access for disabled people’ to seamlessly meet the requirements of a diverse population.

Rachel is a Chartered Building Engineer (FCABE), a Chartered Town Planner (MRTPI), and an NRAC registered access consultant. She is an industry leader in the field of inclusive design, has worked as a SpAd to the House of Commons women and equalities select committee and led the Access Association as national president for 7 years. She has specialised in both standards and policy development; sitting on British Standards committees for over 15 years, and whilst working for the Department for Levelling Up, Housing and Communities (DLUHC) she developed and delivered Planning Gateway One and worked in their Technical Policy Division. She has worked for the current and previous Mayors of London, most recently as Principal Advisor- access and inclusion- drafting and developing current London Plan policies relating to inclusive design, inclusive neighbourhoods, housing, fire safety and public toilets. Rachel also worked in local authority building control for a number of years, and was appointed to the Governments Building Regulations Advisory Committee (BRAC) (public appointment) for 5 years before accepting a post within DLUHC.
