Rebecca Young

Head of Skills and Inclusion (Supply Chain), HS2

Rebecca has been with HS2 Ltd for eight years and has held a number of roles during that time. She is currently the Head of Skills and Inclusion (Supply Chain). Before joining HS2, she held senior leadership positions in Local Government and brings more than 25 years of experience in economic development and regeneration.

As HS2’s Head of Skills and Inclusion, Rebecca leads the delivery of skills, employment and inclusion benefits across the HS2 programme. She is responsible for ensuring that HS2’s supply chain meets its contractual commitments relating to skills, employment, education and inclusion outcomes. These commitments are creating apprenticeships and other pathways into employment, while also driving innovative, industry-leading activity focused on equality, diversity and inclusion throughout the supply chain.

Rebecca is also responsible for the highly successful HS2 Job Brokerage Service. This partnership initiative, involving local stakeholders and the HS2 supply chain, helps connect job and apprenticeship opportunities with disadvantaged and under-represented groups, including people who are out of work. The service supports both the HS2 Programme and the wider infrastructure sector in developing a more diverse workforce that better reflects the communities it serves.
