After working in smaller architectural practices in London for 15 years, Richard joined Haringey Council in 2009. Through austerity, recovery and pandemic, often as the council’s only urban design officer, Richard has worked with development management, planning policy, regeneration and housing delivery colleagues to raise the importance of design quality in council projects and decisions.
He set up one of the earliest independent design review panels, Haringey’s Quality Review Panel (QRP) with Frame Projects, while running four Haringey Design Awards, writing a Design Charter into council policies, providing guidance on planning applications and supporting documents like the in-house Urban Character Study and supplementary planning guidance such as the South Tottenham House Extensions SPD. Seeing and closely guiding developments of clusters of high-rise brick residential towers in Tottenham Hale, Wood Green - Haringey’s Heartlands - and around the new Spurs Stadium, he has contributed to raising the council’s planning and housing delivery services to award-winning levels.
